Asterisk is open source software that enables a computer to operate as a voice communications server that can be used in a wide range of telephony roles, from a traditional PBX to running a call centre
The core Asterisk services are configured and controlled by editing a set of configuration files. One of these files contains the dialplan and controls the operational flow of Asterisk. A native scripting language is used to define the elements of process control.
Currently there are two options that integrate Skype and Asterisk.
Skype for Asterisk is an add-on channel driver for Asterisk-based PBX systems. Adding Skype for Asterisk to any Asterisk server enables complete access to the Skype community, including low cost PSTN access and free calling to more than 400 million registered Skype users. With Skype for Asterisk, you can make, receive and transfer Skype calls from within your Asterisk system using your existing hardware.
Alternatively Skype for SIP enables a SIP-enabled PBX to be configured for Skype calls without the need for new hardware or software. Skype calls can be made directly from desk phones at Skype’s low rates. Skype for SIP can also be deployed on non-SIP-enabled devices.
Any multi-core Intel x86-based platform running Linux will suffice. When selecting your hardware, you need to carefully consider the overall design of your system and what functionality you need to support.

Yes, a port to Microsoft Windows is known as AsteriskWin32. However Linux is a preferred operating system for an Asterisk PBX.
Any VOIP, SIP or soft phone will work. Analogue phones can also work, but require a gateway device.
Smaller systems use analogue or ISDN BRI connections and larger systems (i.e. more than twelve incoming/outgoing lines) generally use E1 or PRI connections. SIP or IAX connections available from VoIP providers are also suitable.
